As with all delegations by council: any delegation to a CEO to exercise the powers under section 3.25 must be: by way of absolute majority decision; recorded in the delegations register; and ; the CEO must keep records of the exercise of the delegated power or discharge of the delegated duty.

It is designed to reflect the University’s organisational structure and provide a mechanism to assign authorities which originate from legislation, policy and procedures. The framework consists of three broad types of delegations. Delegations Manual Council believes it is essential, in the interests of good management and effective administration, to delegate decision-making to the lowest competent level. This will achieve best use of the abilities of elected representatives and officers, minimise costs, promote the development of effective managers and minimise bureaucratic interference in the daily affairs of residents.
